The State Agency for Refugees with the Council of Ministers (SAR-CM) initiated the implementation of the project “Digitalisation of the procedure for granting international protection in Bulgaria. The project is funded by the European Union via the Technical Support Instrument (TSI) and will benefit from technical expertise from the European Commission in its implementation.
The official kick-off meeting of the project took place on the 14th of April 2025 with stakeholders participation.
The project’s general objective is to contribute to SAR-CM via designing of an advanced modular IT case-management system (tool) that digitises all phases of the international protection procedure, by ensuring seamless compliance with the EU legal standards, and creating a comprehensive migration plan to transition existing data from the current automatic information system to the new digital platform, ensuring business continuity.
The project aligns with the key priorities of the EU’s green and digital transformation policy and the Recovery and Resilience Facility, aimed at modernisation of public administration.
The provided technical assistance to SAR-CM in the framework of the project will be achieved through the following activities:
• Preparation of analytical AS-IS Report;
• Outlining of Requirements Catalogue;
• Preparation of Good Practices Report;
• Conducting Gap Analysis;
• Preparation of Business Case;
• Design of TO-BE Model;
• Determination of Terms of Reference (ToR) for procurement procedure to implement the digital case-management system;
• Formulation of Strategy and Action Plan, alongside Communication Strategy.
The project will be implemented in the period March 2025 - July 2026.
