    About Us

    The State Agency for Refugees with the Council of Ministers is legal person financed by the State budget with a seat in the capital of Sofia and has territorial units in the country.

    The Agency is managed by a Chairperson who is an executive authority organ entrusted with special competence. He manages, coordinates and controls the implementation of the State policies relating to granting a refugee status and humanitarian status to aliens in the Republic of Bulgaria. In performing his duties the Chairperson is assisted by two Deputy Chairmen.

    The Agency is the administration, which supports the Chairperson in fulfilling his duties trough technical assistance and rendering administrative services to natural and legal persons. The Agency staff numbers 127 on pay roll.

    History

    • October 23rd 1992 – Council of Ministers Decree N 207 for establishment as of November 1st 1992 of a National Bureau for Territorial Asylum and Refugees
    • September 15th 1993 - Council of Ministers Decree N 182 for approval of the Regulations for the Organisation and Activities of the National Bureau for Territorial Asylum and Refugees
    • October 4th 1994 - Council of Ministers Decree N 208 for approval of an Ordinance for Granting and Regulation of the Status of the Refugees
    • May 9th 1997 - Council of Ministers Decree N 199 for establishment of a Registration – and - Reception Center for Refugees in the village of Banya, Nova Zagora Municipality
    • May 27th 1999 – Law on Refugees adopted by 38th National Assembly of the Republic of Bulgaria (enforced August 1st 1999)
    • May 9th 2000 - Council of Ministers Decree N 78 for approval of the Regulations for the Agency for Refugees with the Council of Ministers
    • May 14th 2001 - Council of Ministers Decree N 123 for launching of a Registration – and - Reception Center for Refugees and an Integration Center for Refugees in the capital Sofia, Ovcha Kupel residential district, 1618 Sofia, 21-A Montevideo St.
    • May 16th 2002 – Law on Asylum and Refugees adopted by the 39th National Assembly of the Republic of Bulgaria (enforced December 1st 2002)
    • December 12th 2002 - Council of Ministers Decree N 291 for transformation of the Agency for Refugees with the Council of Ministers into a State Agency for Refugees with the Council of Ministers and approval of the Regulations for its activities.
